Municipal Sewage System Asset Management Pilot Program
Background:
The NYS Department of Environmental Conservation (DEC) is offering municipalities the opportunity
to volunteer to be part the state’s Municipal Sewage System Asset Management Pilot Program. The
state is encouraging all municipalities to conduct asset management planning for their sewage
systems. Many communities are struggling to maintain and operate their sewage systems, and asset
management is a tool to help municipalities manage their systems so that they can meet consumer
demands. The pilot program is expected to run for three years (starting in summer 2016), and the
state anticipates that up to twenty municipalities will be able to participate.
The state will select and hire an environmental engineering firm(s) to work with each selected
municipality to complete a municipal sewage system asset management plan as outlined in the
Municipal Sewage System Asset Management Guide and implement the plan for two years. For
municipalities that have already developed a municipal sewage system asset management plan, this
pilot can help them enhance their existing plan and fill in the gaps between their existing plan and the
state’s guide.
At the conclusion of the program, the participating municipalities can expect to have a completed
municipal sewage system asset management plan and the tools (e.g., computerized asset
management system) to implement the plan.
Following the pilot program, DEC will prepare guidance on municipal sewage system asset
management planning. Municipalities who participate in the pilot program will have the unique
opportunity to provide valuable input in shaping the draft guidance on municipal sewage system asset
management planning in New York.
Status:
The pilot program was announced in Making Waves on November 20, 2015. A direct email was sent
to every publically-owned treatment works (POTW) and publically-owned sewer system (POSS) to
inform them about the program. Applications are due by January 20, 2015.
