Elmira Water Board

The Elmira Water Board seeks candidates for the position of Maintenance Superintendent.  This is an exempt, salaried, tested position in the Competitive Class of the Chemung County/City of Elmira Regional Civil Service Classification and follows Civil Service protocol.

 

Some distinguishing features of the class are as follows:  This is important supervisory work involving responsibility for overseeing the installation and repair of water mains, valves, hydrants, and main-to-curb service installations.  Work is performed in accordance with general policies prepared under the General Manager’s supervision but permitting considerable leeway for the exercise of independent judgment carrying out the details of the work.  This work is given close supervision in progress to insure compliance with appropriate specifications and instructions.  The Water Maintenance Superintendent must be available at all times to meet emergency situations.  Does related work as required.

 

Typical work activities:  (The following activities are listed as examples only and in no event shall an employee be limited to only those examples listed.)

 

Supervises the maintenance, repair and extension of the water distribution system which consists of mains, valves, hydrants, and services

 

Administrative tasks include budget preparation, verification of payroll, review of material and equipment requisitions, review inventory of materials such as hydrants, pipes, valves, fittings, tubing and backfill material

 

Supervises the investigation and repair of leaks, raising or lowering curb wells, permanent repairs to streets, roads, and alleys resulting from our excavations

 

Obtains necessary permits for work, directs the laying and tapping of mains and installation of new services

 

Supervises the maintenance, inspection, repair and relocation of fire hydrants

 

Reviews maps, installation records and computerized model of distribution system

 

Responds at all times to emergency repair calls, prepares and files reports on activities.

 

Full performance knowledge, skills, abilities and personal characteristics:

Good administrative skills, thorough knowledge of tools, equipment and terminology used in water distribution system construction, operation and maintenance; good knowledge of the principles of hydraulics as related to water distribution systems; ability to read and draft plans and sketches; ability to follow complex oral and written directions; initiative; resourcefulness; good judgment; approach work with cooperative team attitude; physical condition commensurate with the demands of the position.

 

Minimum qualifications:

 

A         Graduation from a college or university recognized by the universities of the State of New York with a Bachelor’s Degree in civil engineering and one

(1) year of experience in the control of inventory, installation, maintenance and repair to the water distribution systems; or

 

B         Graduation from an accredited two (2) year college with an Associates Degree in engineering sciences, civil or architectural engineering technology and three (3) years of experience in civil engineering work, and (1) year of which shall have been in a responsible supervisory capacity; or

 

C         Graduation from a standard senior high school and five (5) years of experience in the control of inventory, installation, maintenance and repair to the water distribution systems, two (2) of which shall have been in a responsible supervisory capacity; or

 

D         An equivalent combination of training and experience as indicated in A, B, and C.

Sewage Plant Operator (SCA) Military Services Group (MSG) works with the United States Military to treat and supply water and to collect and treat wastewater for military installations all over the country as part of the federal government’s Utility Privatization Program.

In September of 2019, American Water was awarded a 50-year contract to privatize the water and wastewater utilities of U.S. Army Garrison West Point, New York. Our responsibilities include system capital investment, regulatory and environmental compliance, planning, asset recapitalization, and long-term operations and maintenance.

Primary Role
Independently operates, maintains, repairs and inspects wastewater treatment plant and collection system (lift stations, holding tanks, grease traps, etc.). Includes the collection of wastewater samples per state regulations, performing process control laboratory testing, recording data and preparing regulatory reports, adjusting chemical feed rates, and other similar duties.

Position will also be required to assist with the water collection system on a periodic basis and participate in water and sewer main and service repairs.

Key Accountabilities
Operates wastewater system (conventional treatment plant, spray irrigation system, lift stations, holding tanks, grease traps, etc.) to provide compliance with applicable state and federal regulations. Collects and analyzes samples required for compliance and process control.

Performs maintenance of the wastewater systems.   Perform assigned general housekeeping duties. Maintains and calibrates hand-held and on-line monitoring equipment and treatment equipment as required.

Follows Company’s Environmental, Health, and Safety Policies, and report unsafe conditions.

Takes and records system operation readings according to prescribed schedules.

Maintains daily logs, records plant operating data as required in logs and operations software Effective, timely, and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.

Assist in repairs of treatment plant equipment, and water and sewer main and service repairs with other project staff Performs other related functions assigned or as they become apparent or as management assigns.

Knowledge/Skills

Possesses a thorough knowledge of activated sludge treatment for domestic waste. Specifically, but not limited to knowledge of methods and precautions in storing and handling chlorine and other industrial chemicals.

Knowledge of health and safety regulations.

Able to read gauges and meters.

Prepare and maintain accurate paperwork such as records, logs, orders, surveys and routine reports as directed.

Able to perform accurate mathematical calculations related to this position.

Perform standardized water process control, monitoring, and compliance sampling and testing.

Past working knowledge using mechanical skills, for making minor repairs to process equipment, piping, motors, etc.

Experience/Education
Three years in operation of activated sludge plants Three years’ experience in working in sewage collection systems Must possess a high school diploma or GED Additional trade specific courses preferred.

Licenses/Certifications
NY State Class 3A Wastewater License highly preferred but a combination or experience and lower license could be considered.

Must possess a valid, active state drivers license with a clean driving record.

CDL preferred

Work Environment
Employee may be required to work indoor or outdoor work during seasonal heat and cold or other adverse weather conditions.

Must be physically able to complete necessary tasks while wearing an approved respirator as required, as some required work may have potential for exposure to harmful contaminants, environments, noise, etc.

Must be able to lift 75 pounds, unassisted

Shift/Schedule
Sunday - Thursday 7:30 AM to 4:00 PM (or potential to be Tuesday - Saturday) There will be some weekend, holiday and overtime work as needed, including on-call assignments.

Bath Electric, Gas and Water Systems (BEGWS) is the municipal utility department of the Village of Bath (1). BEGWS is responsible for the operation and maintenance of the Village-owned electric, gas, water and sewer utilities. BEGWS has been serving its utility customers in the Village of Bath and nearby areas in the Town of Bath since 1938 when BEGWS was established. BEGWS strives to provide safe, reliable and affordable utility services to its customers.

The Village of Bath Municipal Utility Commission is responsible for the overall management of BEGWS. The Director of Municipal Utilities is responsible for the day-to-day management and oversight of BEGWS. The Assistant Director of Municipal Utilities assists and supports the Director in the day-to-day management and oversight.

 

DISTINGUISHING FEATURES OF THE CLASS:

Highly responsible professional, technical, and administrative work assisting with directing the overall operation of BEGWS. The Assistant Director assists and supports the Director in supervising staff, managing professional and construction contracts, and overseeing employees, consultant(s) and/or contractor(s) providing services associated with the planning, design, construction, operation, and maintenance of the electric, gas, water and sewer utilities. The Assistant Director assists in developing long range plans, developing policies and procedures, managing utility programs, preparing, implementing, and overseeing the BEGWS budget. The Assistant Director is responsible for assisting the Director in monitoring the financial performance of BEGWS to ensure that rates and charges are adequate to recover the costs of each utility while maintaining competitive rates. The Assistant Director assists the Director in evaluating documents, reports, etc. on utility matters and reporting to the Village of Bath Municipal Utility Commission, and the Village of Bath Mayor and Board of Trustees as required.

The work is performed under the general oversight of the Director, with broad leeway for the exercise of independent judgement in the application of laws, regulations, policies and procedures for specific tasks and assignments.

Supervision is exercised over the work of some and/or all BEGWS employees, as assigned.

 

ESSENTIAL JOB FUNCTIONS:

 Assists in the planning, directing, coordinating, and administering of activities and personnel of BEGWS in accordance with applicable laws, regulations, policies and procedures.

 Assists with the planning and development of long/short range financing and capital improvement programs; assists with overseeing and leading the development and implementation of goals, objectives, policies, and procedures for utility activities and programs.

 Assists with the preparation and implementation of the BEGWS budget and longrange capital plans. Ensure operations are maintained within the approved budgeted.

 Assists in the review and approval of contracts, progress payments, purchase orders, and accounts payable invoices.

 Assists with managing the development of goals and objectives, policies and procedures for utility activities and programs.

 Assists with managing the development, implementation and monitoring of strategies to maintain and enforce production, safety and work standards and to improve system reliability.

 Ensures employees have the necessary training and equipment to safely perform assigned duties.

 As needed, represents BEGWS at Village Board Meetings and committees concerning utility issues.

 As needed, makes presentations to elected/appointed officials, department heads, staff/public/private agencies/groups regarding utility issues, programs and projects.

 Assists in preparing rates studies, submitting to the NYS Public Service Commission (for the electric and gas utilities) and/or the Village Board (for the water and sewer utilities), and responding to interrogatory requests and answering questions accordingly.

 Assists with implementing rates and charges, including field adjustments, that are sufficient to fully fund the utility’s operation and maintenance expenses including supply, paying debt service, and funding the utility capital programs while maintaining satisfactory debt service coverage.

 Responsible for maintaining rates that are competitive and fairly distribute costs among BEGWS utility customers in the Village of Bath and nearby areas in the Town of Bath.

 Assists in reviewing developer’s agreements permits, and engineering plans.

 Assists with reviewing and approving drawings and specifications for all system replacements, additions, etc.

 Assists in reviewing and controlling BEGWS inventory, warehousing and purchasing.

Senior Filter Plant Operator

Minimum Qualifications:

Certification from the New York State Department of Health in the grade required for operation of the water treatment plant to which assigned.

Appointees may be temporarily employed pending certification but must be removed if fail to achieve certification.

Duties Description:

Operate large and complex water filtration plants that feature rapid sand filter with coagulation, sedimentation, filtration, micro-filtration, Ultra Violet (UV) disinfection, chlorination or chemical control of effluent or operate water purification and wastewater treatment filtration systems. May supervise other staff.
