LABORER

GENERAL STATEMENT OF DUTIES:

Performs routine manual work; does related work as required.

DISTINGUISHING FEATURES OF THE CLASS:

This is routine manual work requiring physical endurance and a willingness to perform arduous tasks.  Laborers usually work under continuing supervision or their activities are subject to frequent inspection.

EXAMPLES OF WORK:

Assists in the maintenance or construction of roads, streets, utility and drainage systems by digging and backfilling trenches, spreading asphalt, sand and gravel; Assists in preparation, laying out and maintenance of athletic fields and areas designated for beautification by clearing, grading, re-seeding, weeding and lining; Operates power driven tools and equipment such as saws, compressors, drills, mixers, pumps, forklifts, skid steer loaders, etc; Uses hand tools such as shovels, scythes, forks and rakes in grounds maintenance and beautification work; Loads and unloads trucks and stacks materials and supplies; Acts as flag man on highway jobs, directs trucks at loading and unloading sites; Assists in erecting or assembling snow fences, barricades, picnic tables and recreation equipment; Performs general clean-up work such as removing debris, sweeping floors, raking leaves, cutting grass, and weeds, shoveling snow, and assisting in collection of rubbish and litter from public lands and facilities.

Cleans automotive equipment, changes and repairs tires, and assist with manual repairs to equipment and facilities.

Inspects and/or manually sorts solid waste and recycled waste.

Operates stationary waste balers, can flatteners, bottle crushers, weigh scales and related LABORER - Continued equipment.

Performs other manual tasks as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Willingness to perform routine manual tasks; ability to lift heavy weights; ability to follow simple oral or written instructions; willingness to work under all weather conditions; physical endurance; sobriety; good physical condition.

ACCEPTABLE EXPERIENCE AND TRAINING:

None is required, but some experience in heavy manual labor is desirable

The Saratoga County Water Authority currently has an opening for a full time Chief Water Plant Operator position within the Water Authority.

The work involves control over and responsible charge of a Type 1A water treatment facility (as defined by New York State Sanitary Code). Employees in this class are responsible for control of the facilities filtration and pretreatment processes. Subject to the general direction of an administrative superior who allows leeway for the exercise of independent judgment in carrying out technical details of the work. Supervision is exercised over the work of plant operators, trainees, maintenance and laboratory personnel.

Thorough knowledge of the practices used and equipment required in the operation and maintenance of a Type 1A Water Treatment Plant containing facilities for filtration with pretreatment or a chemical coagulation; good knowledge of the principles and applications of physics, chemistry and bacteriology as they relate to water purification; ability to supervise the operation and repair of pumps, valves, and related mechanical and electrical equipment; ability to make routine laboratory and field test for control of plant operation; ability to plan and supervise the work of subordinates; mechanical aptitude; alertness and dependability; good physical condition.

Does related work as required.

MINIMUM QUALIFICATIONS:

Graduation from high school or possession of a New York State high school equivalency diploma, successful completion of appropriate level water treatment operator courses approved by the State Health Department and ten years * of acceptable operating experience, at a plant with an appropriate level of complexity.

NOTE: *EDUCATIONAL SUBSTITUTIONS:

A.        A New York State Professional Engineer’s License or a Bachelor’s Degree in Engineering, Natural Science, or related field from a regionally accredited or New York State registered college or university may be substituted for eight years of experience.

B.        An Associate Degree in Applied Science with major emphasis in Public Health or Environmental Health, including a course in water operations, from a regionally accredited or New York State registered college may be substituted for six years of experience.

C.        An Associate Degree in Applied Science from a regionally accredited or New York State registered college may be substituted for four years of experience

SPECIAL REQUIREMENTS FOR ACCEPTANCE OF APPLICATIONS:

Possession of a Grade 1A Water Treatment Operations certificate issued by the New York State Health Department is required.

Primary Role

Function as the Corporate liaison with the individual Business Units to coordinate activities related to the company's capital investment program.

Executive Administrator

The Washington-East Washington Joint Authority (Washington County, PA) is requesting applications for the position of its Executive Administrator. The Authority owns and operates sewage collection, conveyance, and treatment facilities serving the City of Washington, Borough of East Washington, Canton Township, Chartiers Township, North Franklin Township, and South Strabane Township.

The Executive Administrator is responsible for the general overall supervision and direction of all functions of the Authority, including a staff of 18 employees, and shall report directly to a five-member Board of Directors.  The Executive Administrator shall act as the Authority's Chief Executive Officer, and implement all orders, resolutions and policies developed and adopted by the Board Members of the Authority. Additionally, the Executive Director shall be responsible for planning, directing, and coordinating the operations of the business office as well as the sewage collection, conveyance, and treatment systems owned by the Authority.

It is desirable that the ideal candidate possess a bachelor’s degree in civil or environmental engineering, an environmental related scientific field, business, or public administration.  Professional Engineering Licensure and/or certifications beneficial. The ideal candidate shall have at least five (5) years’ management experience in municipal and/or wastewater treatment management and operations.

Major Job Duties
