The applicant must be willing to learn and be able to perform preventative maintenance repairs and upkeep of the Town of Saugerties Public infrastructure and property, related to water distribution and wastewater-sewage collection systems.

Applicants must have a high school diploma or GED. Must be able to lift and carry supplies and equipment, sometimes, heavy at times. Must be able and willing to work extended hours in inclement weather. Interaction with DEC and DOH, and maintain compliance with Local, State, Federal laws, regulations and statues. Must have good reading, writing and organizational skills.

Description: CHIEF WASTEWATER TREATMENT PLANT OPERATOR DISTINGUISHING FEATURES OF THE CLASS: This is important technical and supervisory work involving responsibility for the planning, operation and maintenance of a municipal Wastewater Treatment Plant, with facilities for chemical precipitation, sludge digestion, sludge de-watering, ultimate sludge disposal, activated sludge, stabilization or oxidation process or any other biological oxidation process.  The incumbent is in responsible charge of the complete and actual operation of the wastewater treatment plant.  Dependent upon locations, general direction is received from the Director of Utilities, Superintendent of Public Works or other municipal official, through conference and review of plans.  Considerable leeway is allowed for the use of independent judgment in carrying projects into operation.  Supervision is exercised over a small number of employees involved in the operation and maintenance of the wastewater treatment plant.  Does related work as required.

TYPICAL WORK ACTIVITIES:  (Illustrative only)

•           Supervises and maintains the operation of wastewater treatment systems in accordance with state and federal standards;

•           Supervises and participates in the installation, operation, maintenance and repair of various wastewater treatment machinery and equipment;

•           Supervises and participates in testing, analysis and reporting requirements for control of the wastewater plant operations;

•           Supervises and assists in maintaining operational and management records required by state and federal agencies, including the New York State Dept. of Environmental Conservation;

•           Supervises the treatment and disposal of sludge;

•           Makes recommendations to supervisor and prepares plans for repairs, modifications and future considerations and extensions of the wastewater system;

•           Coordinates plant operators’ shifts and instructs them in duties;

•           Performs training of departmental staff assigned to assist with wastewater treatment;

•           Maintains records of activities and prepares reports;

•           Assists in formulating policy and procedure for plant operation, in accordance with state and federal regulations;

•           Maintains inventory levels of chemicals, replacement parts and related wastewater  supplies;

•           Conducts performance evaluations on staff assigned to the wastewater treatment plant and makes recommendations regarding salary adjustments, promotions and disciplinary issues;

•           Assesses plant efficiency to determine material and employee resources required for plant operation and to develop annual plant budget;

•           Assists in negotiations as needed, to provide information upon union request;

•           Operates truck, tractor, backhoe and other types of motor equipment.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of the practices used and the equipment required in the operation and maintenance of a Wastewater Treatment Plant, with facilities for chemical precipitation, sludge digestion, sludge de-watering, ultimate sludge disposal, activated sludge, stabilization or oxidation process or any other biological process; good knowledge of the principles and application of physics, chemistry and bacteriology as applied to wastewater treatment and disposal; skill in the operation and repair of pumps, valves and related mechanical and electrical equipment; ability to plan and supervise the work of others; ability to understand and carry out oral and written directions; ability to draw up and work from plans, specifications and sketches; ability to train others in the maintenance of a municipal wastewater system; ability to operate a motor vehicle; analytical ability; mechanical aptitude; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:

OPEN COMPETITIVE:

Graduation from high school or possession of a high school equivalency diploma and eligibility for an appropriate Plant Operator’s certificate issued under the provisions of Part 650 of the New York State Code of Rules and Regulations.  Possession of the certificate is required at time of appointment and continuously during employment.  Qualifications for certification vary according to the Grade of Wastewater Treatment Plant, as determined by the New York State Dept. of Environmental Conservation (DEC) AND EITHER:

a) Graduation from a regionally accredited or New York State registered college or university with an Associates degree in Civil Engineering Technology or related field of study and one (1) year of full-time experience or its part-time equivalent in the operation of a wastewater treatment plant, which must have been in a supervisory capacity; OR

b) Three (3) years of full-time experience or its part-time equivalent in the operation of a wastewater treatment plant, one of which must have been in a supervisory capacity. 

PROMOTIONAL:

Candidates must be permanently employed in the competitive class (or allocated to non-competitive class in accordance with section 55A of Civil Service Law) in the Village or Town and must have served continuously on a permanent basis for twelve (12) months immediately preceding the date of the written test as Wastewater Treatment Plant Operator AND eligibility for an appropriate Plant Operator’s certificate issued under the provisions of Part 650 of the New York State Code of Rules and Regulations. Possession of the certificate is required at time appointment and continuously during employment.  Qualifications for certification vary according to the Grade of Wastewater Treatment Plant, as determined by the New York State Dept. of Environmental Conservation (DEC).

SPECIAL REQUIREMENT: Possession of an appropriate level commercial driver’s license at time of appointment and continuously during employment to perform essential duties occurring during the normal course of work.

The Village of Castleton on Hudson is seeking applications for the position of Working Supervisor for the Water Department.

Applicant must hold or obtain NYS grade IIb-Gw water treatment operator license and NYS D license for water distribution system is preferred. Our water department and wastewater department work close together (we have a newly upgraded state of the art plant), so applicant will also need to have or obtain NYS grade 2A wastewater treatment plant operator’s license.

Shift is 7-3pm Monday – Friday per union contract. There are on-call time responsibilities for emergencies or other special circumstances.

The Working Supervisor for the Water Department will be responsible for system operations, regulatory compliance and maintenance of water plant equipment, instrumentation and associated equipment while developing site specific procedures for operations and safety. Supervisor may also assist with wastewater operations and snow plowing as needed.

Preferred Experience:

Knowledge of SCADA and PLC (programmable logic controller) systems Proficiency in the Microsoft Office Suite (Word, Excel) and ability to learn water specific computer applications.

Experience with equipment such as backhoe, large vehicle with snowplows Some daily details of the position:

• Perform analytical testing and check various pump house locations around the village

• Carry out mechanical, electrical, process and controls troubleshooting on equipment such as valves, air compressors and various types of pumps.

• Answer water questions from the public

• Respond to water main breaks, new service hookups and assist other departments where water is involved.

DISTINGUISHING FEATURES OF THE CLASS: The position is responsible for doing a variety of chemical tests in the Elmira Water Board's laboratory. The work is technical in nature requiring the employee to do routine and special chemical tests on drinking and source water samples. The employee does work under the supervision of the Chief Water Treatment Plant Operator. The Chemist has supervisory responsibility for all work completed in the lab facilities. The incumbent represents the Elmira Water Board on the Labor Management Committee as a part of the supervisory team's water quality education program. In addition, the incumbent prepares the laboratory budget for the Elmira Water Board. The incumbent will act in place of the Chief Operator during his/her absence. Recommendations are made to the General Manager regarding changing technologies and staff size. Does related work as required.

TYPICAL WORK ACTIVITIES: (The following work activities are listed as examples only and in no event shall an employee be limited to only those examples listed here.) Directs and participates in routine and specialized analytical chemical tests on drinking water and source water samples; Performs complex examinations that involve the application of advanced laboratory techniques, materials and equipment; Collects samples, analyzes distribution samples for water quality, samples a variety of sources collected from the distribution system to help the Elmira Water Board evaluate the relative efficiency of the distribution system's performance; Reviews reports and renders technical assistance with difficult analysis; Directs water quality analysis/quality control, and chain of custody records and procedures; Provides water quality education training to bargaining unit personnel through the Labor Management Committee; Monitors work activity to ensure that tests are promptly done and that results are accurately recorded; Conducts research and special studies to develop new analytical methods and techniques and evaluates current methods; Records and prepares reports on laboratory tests, ensures that appropriate levels of chemical supplies and equipment are available for use; Checks analytical instruments and equipment to ensure proper functioning and assists in training all staff on current or new methods and procedures; Serves as an advisor to the General Manager on innovative technology in water treatment, making recommendations on changing technology and its' affect on the size of workforce needed; May act in place of the Chief Water Treatment Plant Operator during his/her absence.

FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

MINIMUM QUALIFICATIONS: Either: 
A. Graduation from a regionally accredited or New York State registered college or university with a Master's degree in chemistry; or:

B. Graduation from a regionally accredited New York State registered (4) four year college or a university with a Bachelor's degree in Chemistry or other relevant physical science discipline, which includes the successful completion of 24 semester credit hours of chemistry and three (3) years of experience in an analytical laboratory performing chemical analysis; or C. An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTE: Verifiable part-time work will be acceptable, will pro-rate volunteer experience toward meeting full-time experience requirements
